Flight Safety Standards Directorate (FSSD) is a Regulatory arm of ESWACAA on Aviation Safety. The Directorate implements the provisions of the Civil Aviation Act and Civil Aviation Regulations with regards to Civil Aviation activities. FSSD is also mandated to ensure effective implementation of ICAO SARPS and is audited by ICAO in terms of Eswatini being a Contracting State and signatory to the Chicago Convention.
The Directorate is the go to Directorate as regards achieving required targets of the Effective Implementation (EI) percentage (%) on a global, continental and regional level. The targets are as set in the Global Aviation Safety Plan(GASP), Global Aviation Navigational Plan (GANP), at (Africa) Continental level as set in Africa Civil Aviation Policy (AFCAP), Abuja Safety Targets and at Regional Level as set in Regional Aviation Safety Plans (RASP), Regional Aviation Navigational Plans (RANP) and other Regional Targets at Regional Economic Community(REC) level.
The above-mentioned targets are further transposed into the Strategic Plan and Objectives for ESWACAA. The strategy implementing arm for aviation safety aspects is FSSD. The performance of FSSD as reflective of the State is reported on a Realtime basis on an ICAO Portal for Eswatini on the ICAO Online Framework (OLF).
Through a Safety Oversight Program and Plan FSSD is responsible for Flight Safety and Flight Standards the aforesaid being the main departments of the Directorate. Flight Safety relates to State Safety Program (SSP)/Safety Management (SM), Personnel Licensing (PEL), Flight Operations (OPS), Airworthiness of Aircraft (AIR). Flight Standards relates to Air Navigation Services (ANS) and Aerodromes and Ground Aids (AGA).
Flight Safety Regulatory and Compliance activities are oversight issues as relates to airmen (pilots, aircraft maintenance personnel, air traffic controllers, aircraft dispatchers licenses, certificates and aviation medicine, airline (passenger, cargo and mail) and general aviation (crop spraying, fire fighting, photography, mineral exploration, wildlife management, agriculture, medical air rescue, aviation training schools), continuing airworthiness of aircraft and aircraft registration.
Flight Standards Regulatory and Compliance activities are oversight issues as relates to airspace management and facilities including, Aeronautical information management, Air Traffic Services, Communication, Navigation and Surveillance, Flight procedure designs, Aeronautical Meteorological services, Aeronautical Search and Rescue; Aerodromes And Ground Aids (airports) inclusive of Rescue and Fire Fighting services, Aerodrome Physical characteristics, Aerodrome Lighting Systems and wildlife management.
